In old operating systems, boot disk can only be created during format process or by SYS.COM. In newer OS (such as Win98), boot disk can be created without using the above methods.
Find a floppy which is previously formatted by Win9x (not necessarily be a blank disk)
Copy IO.SYS and COMMAND.COM to the floppy
Done!
Criteria:
The floppy must be previously formatted by Win9x or DOS included in Win9x
It doesn't matter even if the floppy is not blank. But the free space must be larger/equal to the size of the two files mentioned above
